Jet ski or PWC guide: registration, taxes, insurance, buying abroad...

In common parlance, we often refer to jet ski registration. In practice, depending on the navigation area and the applicable regime, the procedures involve either maritime registration or river registration.

Is it necessary to register a jet ski? What is the difference between a PWC registered under maritime or river regulations? What tax applies depending on the navigation area?

Between administrative formalities, TAEMUP, insurance, and purchasing abroad, this guide covers the main rules to know before buying or operating a jet ski.

Jet ski or Personal Watercraft: definition

A motorized pleasure craft for water recreation

A jet ski is a motorized recreational watercraft, or personal watercraft (PWC), designed to travel quickly on water using a jet propulsion system. It is a maneuverable, compact craft, often associated with gliding sensations.

Jet skis are mainly used for water recreation, sea excursions, and certain sports. Depending on the model, jet skis can accommodate 1, 2, or 3 people on board, and are available in sit-down or stand-up models.

The term "jet ski" is the most well-known and searched by the general public, but the administrative designation is "motorized personal watercraft" or "PWC".

Did you know? "Jet Ski" was originally the name of a brand trademarked in 1973 by personal watercraft specialist Kawasaki. Over time, the term became widely adopted, to the point that it is now used to refer to any personal watercraft model.

The jet ski market is currently dominated by three major brands: Kawasaki, Yamaha, and Sea-Doo.

Do you need to register a jet ski or PWC?

Jet ski or PWC registration: who is concerned

Just like other pleasure craft, jet skis must be registered.

This applies to:

  • Jet skis or PWCs intended for sea navigation, regardless of their size and engine power
  • Jet skis or PWCs intended for navigation exclusively in inland waters, if they fall within the scope of river registration.

Maritime or river jet ski: registration differences

As with all vessels, depending on the navigation area intended by the owner, a jet ski can fall under either maritime or river regulations:

  • At sea, the jet ski is registered with pleasure craft services, which issue a Certificate of Registration
  • In inland waters, formalities fall under river regulations. The owner may be issued a circulation card

The choice of navigation area for a PWC is essential, as it determines both registration formalities, the applicable navigation title, and the taxation regime.

What tax for a jet ski in 2026?

Like some motorboats and sailboats, certain personal watercraft are taxed by the administration under the **TAEMUP for jet skis** (Annual tax on personal marine craft, formerly DAFN).

The criteria that make a jet ski taxable

To be subject to pleasure craft taxes, a jet ski or PWC must:

  • Have a hull length of less than 4 m
  • Be equipped, for its main propulsion, with an engine driving a turbine
  • Have a propulsion power greater than or equal to 90 kW
  • Be designed to be operated by one or more people seated, standing, or kneeling on the hull (and not inside).

A jet ski is subject to TAEMUP only if it meets all of these criteria.

TAEMUP for a jet ski: the tax depends on the registration zone

The taxation for a jet ski is not the same depending on whether it falls under the maritime or river domain:

  • In a maritime zone, a taxable PWC is subject to the TAEMUP (annual tax on pleasure boats with an engine).
  • In a river zone, the owner does not have to pay the TAEMUP but a navigation toll, materialized by a sticker, when operating on the network of Voies navigables de France (VNF). This is more a right to use the French navigable network than a tax. Moreover, in some river navigation areas, no tax is required!

If necessary, you can proceed with changing the navigation zone of a jet ski – to switch from the maritime to the river domain, or vice versa. In practice, this means updating the administrative status of the PWC to match the new regulations.

How is a jet ski taxed?

Navigation domain Tax payable Basis of calculation
Maritime TAEMUP 3 €/kW for a PWC with 90 to 159 kW engine power - 4 €/kW for 160 kW and above
Inland Waterways Pleasure craft toll / Vignette Rate imposed by Voies Navigables de France (VNF) according to the navigated zone and the characteristics of the boat

The amount of the annual tax for a jet ski in a maritime zone

For maritime use, the current taxation of jet skis is calculated based on propulsive power, expressed in kilowatts.

The rate is:

  • €3 per kilowatt for PWCs from 90 to 159 kW
  • €4 per kilowatt from 160 kW.

In the first year of jet ski registration, the tax amount is reduced proportionally to the number of remaining months in the calendar year. For older models, a reduction may also apply each year.

Tax relief for jet-ski TAEMUP

Some jet skis may benefit from a reduction in taxation, depending on their age:

Date of jet ski construction Tax allowance rate
Before January 1, 1993 80%
Between January 1, 1993 and December 31, 1997 55%
Between January 1, 1998 and December 31, 2007 33%

Please note:

From 2027, the depreciation rate for jet skis is expected to be lowered. The reduction will still be possible, but with less favorable rates than before:

  • For jet skis built before 1993: 70%
  • For jet skis built between 1993 and 1997: 50%
  • For jet skis built between 1998 and 2007: 25%.

Jet Ski insurance and the difficulties encountered

At Bateau-immatriculation.com, we are also often contacted regarding jet ski insurance problems. One situation that comes up regularly is when the PWC's papers are in the name of a previous owner, making it impossible to register the jet ski as is.

Purchasing a Jet Ski: VAT and Special Cases

Buying a jet ski abroad

On the used market, many PWCs come from the Netherlands, Germany, or Belgium. Before buying a jet ski abroad, it is important to check the applicable VAT regime and the regularity of the sales documents. A jet ski purchased tax-free or with an incomplete file can lead to difficulties in proving the chain of ownership, obtaining registration, or subscribing to insurance.

Yacht tenders and "toys" (jet skis)

On the used jet ski market, some vessels have been used as yacht tenders or "toys". These are usually identified by the TT M/Y marking, or "tender to" + {yacht name}. In this case, we recommend being careful about VAT payment and vessel compliance, otherwise you may not be able to register the jet ski.

Competitive jet skis or jet skis on private bodies of water

Some jet skis operating on private bodies of water or used in competitions have never been registered. If you own such a jet ski, we recommend registering the vessel to facilitate its resale.

When purchasing, attention must be paid to compliance issues: some competition jet skis, such as the Yamaha Superjet 700, are no longer approved for pleasure craft registration.

Navigating with a jet ski abroad

If you wish to navigate abroad with your jet ski, it must fall under the maritime domain. Indeed, a fluvial registration is not suitable for navigation outside the strict framework of French inland waters. Fluvial registration for jet skis is only valid in mainland France. If necessary, an International Certificate authorizing navigation can be obtained upon request, but only for European inland waters.

The insurance contract, in addition to depending on the navigated area, depends on the flag state's regulations. For example, in France, a French tax resident is also subject to French regulations regarding licenses, safety equipment, etc., even if their boat is registered abroad. If you have a fluvial jet ski registration and you navigate at sea, you risk being outside the scope of your insurance contract. In the event of a claim, this can lead to forfeiture of coverage.

Regulations have also recently changed in Tunisia, Algeria, and Morocco: all three countries now require a maritime navigation title for the import of a jet ski, due to a possible verification on the French government's website of the title's validity (which is not possible with a fluvial navigation title).
