Why appoint a representative?

Are you a boating enthusiast, whether by motorboat or sailboat? Then you probably know that for a boat owner, the administrative procedures can be complicated.

Boat registration, change of ownership, or flag change procedures, for example, require specific documents to be submitted to the relevant administration. What is boat registration?

When it comes to carrying out administrative procedures for one's vessel, the rules are strict:
without all the requested documents, it is impossible for a vessel owner to complete the desired procedures, regardless of the country concerned.
Among the many papers required by the administration, one document in particular is mandatory: the one attesting to the owner's residence in the country chosen for the flag of navigation.

Did you know? You don't have to be a French national to sail under the French flag. All citizens of an EU member country are entitled to choose this flag, provided they have a residential address in France. If you are about to become the owner of a sailboat or a motorboat, for example, your domicile is the administrative address that will be associated with your vessel. Once all your procedures are completed, it will be used by the maritime administration whenever it needs to correspond with you: to send you an official document, to send you your annual tax notice on personal-use marine engines (TAEMUP), or to send you a potential fine notice.

Which document proves my address?

To carry out the maritime or river registration of a boat, to transfer ownership, or to change flag, domicile is mandatory.

Thus, to sail under the French flag and carry out all necessary ownership procedures, the French administration requires every pleasure boater to complete a Certificate of Domicile in France for the Francization of vessels. This document is also known as a Domicile Certificate, or CERFA form n°14501*2.

It is worth noting that, according to this document, the vessel's domicile can be established with either a natural person or a legal entity.

How to register a boat without residence in France?

If you own a boat with which you wish to sail under the French flag, whether for an initial registration or a change of ownership, but you do not reside in France, our team can assist you. This also applies if you have previously sailed under another flag and now wish to opt for the French flag!

If you are a European Union national, regardless of your actual place of residence, you can use a representative or a domiciliation company to obtain a certificate of chosen domicile. You can then complete or have all your formalities completed…

What about boat registration abroad?

As a French owner, you can also choose a foreign flag for your navigation.
Similarly, if you are not a resident of the country concerned, you will need an address to carry out your procedures, and in particular to obtain a Certificate of Registration for your boat.

Depending on the administrative solution you choose, you may need to prove residency in another country, such as Malta, Great Britain, or the Netherlands.
